Our Programs & Services

CAPTAIN Community Human Services seeks to uphold the dignity of each person by serving the basic needs of those struggling in the community that surrounds us. Our over thirty programs and services protect and nurture children and youth, strengthen families, connect seniors, resolve crises, feed the hungry, shelter the homeless, support the emotionally challenged, and empower all of our community members to build a brighter future for themselves and their neighbors. Listed on these pages are more detailed descriptions of most, but not all, of those programs.

  • Bike Works provides bicycles to residents throughout Saratoga County who are willing to invest some time to learn the basics of bike safety and bike maintenance. With the help of the Stewart’s Corporation, CAPTAIN CHS provides new or lightly-used bicycles to deserving individuals for recreation, transportation, and as a means of promoting a healthy lifestyle.

  • CAPTAIN’s Treasures, located in Halfmoon, is a special next-to-new store that provides gently-used, quality clothing and home goods at great savings for families - all while supporting kids, families, and seniors in our community with 100% of its proceeds. More than 60 dedicated volunteers help operate the store and organize the generous daily outpouring of donations from the community. We also provide vouchers for programs clients in need of products sold in store.

  • CAPTAIN CHS has believed in youth volunteerism since its inception. In partnership with the Shenendehowa Central School District, our CAPteen and JR CAPteen Programs are youth-driven, youth development initiatives aimed at involving local teens in community service, philanthropy, and helping those in need.

  • Care Links is a proud program of CAPTAIN Community Human Services. Trained Care Links volunteers provide supportive services at no cost to persons 60+ in the towns of Ballston (including Burnt Hills), Charlton, Clifton Park, Halfmoon, Malta, the village of Ballston Spa, and the city of Mechanicville.

  • CAPTAIN CHS’s Community Outreach Center in Halfmoon Heights offers programming for children, families, and seniors. Serving the surrounding area, dozens of volunteers support services and activities for all ages from Homework Help to Community Education programs.

  • Our Emergency Assistance programs address basic human needs: hunger, homelessness, and economic crisis. Services are primarily available in Saratoga, Fulton, and Montgomery Counties.

  • Located at CAPTAIN CHS' Clifton Park office (5 Municipal Plaza, Suite 3), the pantry is open to any member of Saratoga County who is in need of food or hygiene products.

  • Family Development is an empowerment-based mentoring program where volunteer mentors, working in partnership with families or individuals, build relationships of mutual respect.

  • Family Support Services provides respite and skill building, family support, special needs advocacy, pre-vocational and crisis services to children and youth with special needs. We match providers to the child based on interests, geographic location, and experience level. Providers work with children/youth and families to promote a healthy active lifestyle and reach stated individual goals.

  • CAPTAIN CHS is proud to offer Saratoga County's Free Summer Meals program for children ages 18 and under.

  • Our Getting Ahead program is a weekly group workshop to help people stabilize their situations and build resources to improve their lives. The Getting Ahead program guides participants through the process of assessing their own resources and how to build those resources as part of their move to self-sufficiency.

  • CAPTAIN CHS offers a variety of Holiday and Seasonal Assistance Programs, including School Supplies, Coats for CAPTAIN, Thanksgiving Baskets, Adopt-a-Family and Toy Shop.

  • Job Assist is a free youth employment matching program for youth ages 14-21 residing in the Shenendehowa or Burnt Hills-Ballston Lake School Districts, and local employers. Youth are provided with job matching support and employment readiness skills related to interviewing, resume preparation, understanding the hiring process and setting professional expectations for the world of work.

  • The Runaway & Homeless Youth Shelter is a temporary shelter serving youth under age 18 who are homeless, runaway, or in an otherwise unsafe situation. Youth can stay for up to 30 days or as long as is necessary, and know that they will be safe and find refuge in a home-like environment.

  • The Safe Harbour program offers case management and an enhanced array of services to youth who have been trafficked, sexually exploited, or at risk of victimization. Working with the Street Outreach team, case managers assist with critical emergency and long-term services, stable housing, advocacy, and other supports that can help them heal.

  • Saratoga County has an innovative approach to address to homelessness that ushers in unprecedented levels of community collaboration and a multi-sector approach, and CAPTAIN Community Human Services is leading the initiative.

  • The Saratoga-North Country Continuum of Care (CoC) Membership is dedicated to preventing and eliminating homelessness while ensuring that an effective system of care and services is in place to respond to the needs of at-risk and homeless individuals and families. CAPTAIN CHS is a member, and Executive Director Andy Gilpin sits on the Board.

  • Our Solutions to End Homelessness Program (STEHP) is a NYS-funded program to help individuals and families facing a housing crisis. The goal of STEHP is to keep people in our community stably housed. The funding provides financial assistance for those who are homeless or at-risk of homelessness in Saratoga, Fulton, and Montgomery Counties.

  • Our Street Outreach Program connects dedicated staff directly to youth ages 13-21 years in Saratoga County, or ages 13-24 in Fulton and Montgomery Counties who are experiencing homelessness or are at-risk of becoming homeless.

  • The Supportive Housing Program is for young adults ages 18-25 who are leaving foster care without a permanent place to live, struggling with chronic homelessness, or confirmed victims of human trafficking with no permanent housing options available. The program maintains ten 1-bedroom apartments supported by case management.

  • The Volunteer Income Tax Assistance (VITA) program is an IRS service that offers free tax help to income-qualified individuals and households, persons with disabilities, and limited English-speaking taxpayers who need assistance in preparing their tax returns. IRS-certified volunteers provide free income tax return preparation with electronic filing to qualified individuals. We serve all counties in the Capital area.

  • The Wellness Express Transportation Program provides transportation for residents to medical appointments. This curb to curb service is available to residents 60+ in the towns of Ballston, Charlton, Galway, Malta, Milton, Providence, and the Village of Ballston Spa.

  • The Zachary Culnan Memorial Family Fund - Activity Scholarship was created with the purpose of providing a resource for low-income, disadvantaged and under-resourced youth who want to participate in a variety of different life-enhancing programs. Applicants who are pursuing participation in sports, activities, theater, music, art, STEM, or other hobbies are welcome to apply. The scholarship will provide financial support for the applicant to be able to take part in the opportunity of their choice.
